This is a neat and unusual item. It is a antique vintage hat maker's sewing machine. I bought it from a collector of early and antique sewing machines who was quite knowledgeable about these machines. Neat piece manufactured by the Willcox & Gibbs Sewing Machine Co. of New York (see photo of brass tag). In excellent original condition - wheel turns freely and needle mechanism works. Overall measurements are 9 inches long, 9 inches high, and 5.5 deep.
